Personality:
Cool and aloof describes Silver within one phrase. Really, he's not much of a people person and more of a loner who tends to spend his time chilling in the corner whenever a social gathering happens. In addition to that, get him to talk, and you might find him really the gruff type who cares only for power in a world filled to the brim with cute creatures. Then again, if one's persistent enough to pry his shell open, they might find that maybe he's not all dark and cool as he actually looks.
First off, it's not that he doesn't have manners at all! It's just that his concept of manners is pretty much nonexistent due to his rough upbringing in the wild after his father abandoned him. Considering that he spent a certain length of time being a loner as well as giving harsh training sessions to his Pokemon, it was not really surprising for him to lack the proper skillset required to be polite. His manner of speech started to change after being defeated by Lance, exemplified by his more mellow tone as well as actually offering words of support before the player challenged the E4. Though that doesn't necessarily make him less of a social recluse, as he's still a bit awkward with interacting with strangers.
To him, the concept of family is nothing he's familiar with. Considering his father abandoned him after being defeated by Red a long time ago, which prompted him to decide that he'll be the strongest person all by himself rather than repeating the mistakes of his father. Of course, while this drive to be stronger alone died off at the end of the game, he still hated his father and would not want anything to do with him, which really showed when he helped the player defeat the newly resurrected Team Rocket, albeit grudgingly. Long story short, Silver's concept of a family had been shattered ever since three years ago, and for now, there's no telling how he'd feel about this subject at a later time.
He first viewed the player as a naive idiot who believed that Pokemon trainers care for their Pokemon all while aiming for the top. In fact, he's made it really clear that he despised people similar to the player characters as they sickened him with all their trust and happiness. His belief in power within solitude and training was what got him to this point after all. As he slowly changed over his journey, he began to view the player as a worthy rival, and in fact, as more time passed, respect was found for the other trainer, and from that point on both of them became genuine rival as opposed to being in a relationship that involved hatred from both sides.
At the beginning, Silver believed that power and brute force can solve any and all problems in front of him. After all, with enough force, you can break things into pieces, and that's why everyone wants it, right? Which essentially means that he believes that "might makes right", no matter what. He wasn't above training his Pokemon to the brink of exhaustion just so they can learn to use their more powerful abilities, at the expense of their trust to him. He didn't care about just how much the concept of trust is important until he was defeated by Lance, who, alongside his constant defeat at the hands of players finally made him realize that trust is another factor for a trainer to have in order to become a Pokemon Master.
Currently, Silver treats his Pokemon with care, oftentimes respecting their wishes, albeit with a sort of strange look most of the time he does so, as he's still not used to being nice to his Pokemon. Nevertheless, he's getting to the point where he feels comfortable with his Pokemon doing their actions out of their own will rather than having complete reign over their every action. Slowly but surely, a bond was formed with his team, and it really showed by the time the player meets him for the second time at the Indigo Plateau, as his Golbat evolved into a Crobat. This fact is important as a Golbat could only evolve when it's really happy, meaning that Silver had indeed turned over a new leaf.

Finding a strange school in his training, A moment was all it took for Silver to enroll in the school. After all, fighting was something he's good at, and surely that meant a lot of Pokémon battle to help hone his skills, right?

[There's a nonchalant look on the person currently airing the feed as he's holding a letter in front of him as if it's an entirely new thing he had found earlier during the day.]
Did anyone lose their letter near my locker?
[...Apparently someone never got a love letter before, judging by his question. And since the letter doesn't have any names, at the very least the writer wouldn't have to deal with the embarrassment that comes with this publicly.]
Well, if you want to get your letter, I'll just put it on one of the bulletin boards and you can get it then.
[Shrugging, the feed's going to turn off just like that.]
In-Character 3rd person sample:
"...Of all the things that I got today..."
He sighed in annoyance as he sat in his room, fingering an unopened piece envelope that bore his name on it. While letters are a concept that he was really familiar with, there is a certain subset of it that he can't exactly deal with.
"It had to be a love letter," he grumbled to himself as he checked the penmanship of the writer; it was pretty clear that the writer's a girl from the way it's curved neatly, but considering he's still a new face in the school, he had a hard time coming up with a name to put this handwriting to. Whoever it was they probably shared some classes together, or had at least talked to each other once before.
He knew that love letters were kind of a thing that a guy would really love to find in their lockers, especially if the girl that's writing to them was the one they have a crush on, which would really make their high-school life or at the very least, their day if the date was a disappointment. Now, by all means Silver was all fine and dandy with a guy asking a girl out through letters, but the thing was, having been away on his travels for a few years as opposed to attending a school kind of left Silver clueless on how to exactly deal with it; he can reciprocate friendship to an extent but...
This was just foreign water for him.
Sure he can get rid of it easily by making a post and saying that someone got the wrong locker, but the name on the letter clearly said "Silver" and if that fact was aired to everyone then it'd just grow into a huge headache, which was something that Silver didn't really look forward to dealing with; which led him to guess that this was the way life worked: by throwing curve balls at his head without any warnings at all, just like the time he accidentally ended up in this school just by taking a wrong turn in Goldenrod.
Urgh, this would've been easier if it was a Pokémon battle, at least he would've roasted the letter were it just another wild Pokémon, but nooo, someone just had to have a crush on him. He doesn't really like talking to people about this kind of things, but right now this is an emergency for him.
Sighing, he decided to call for someone that would help him with this problem. Who knows, they might have a better solution than public humiliation.
